GRAFENWOEHR, Germany — The USAREUR investigation report into the leadership of ousted 172nd Infanctry Brigade commander Col. Frank Zachar details a long list of alleged cases of threatening behavior.

In one instance, Zachar is said to have called a soldier into his office and informed him that he would serve as a “directed telescope” to gather intelligence on what other leaders in the brigade were saying about him.

Zachar allegedly stated: “I thought, coming into this job, that I would evaluate Battalion Commanders and Command Sergeant Majors on their potential, however I have discovered that I will have to evaluate them based on their loyalty to me and my command team.”

On another occasion, Zachar is said to have threatened three commanders. “If we were disloyal ... then he was going to take an ice pick and shove it in our left eye,” one person recounted.

Subordinates complained that Zachar told them that their wives were required to attend every event that his wife attended.

Zachar is said to have told a group of spouses: “You do not speak for the command unless you are a commander’s spouse.”

Early in his command, Zachar allegedly confided to his command teams that he was “not ready to command but the Army selected him.”

Zachar is said to have implied that there would be reprisals against soldiers “leaked” information to the Inspector General.

Zachar allegedly told a meeting: “It [is] all about loyalty. Performance does not matter, potential does not matter, only loyalty matters. If you are not loyal ... you will not survive this brigade.”
